President Donald Trump declared a national emergency on Friday that would make a total of $8 billion available to construct a southern border wall in the face of the immigration crisis.

Trump has repeatedly threatened to declare such an emergency over the last few months and said he was “not happy” with the $1.375 billion in border barrier funding and other border security measures included in Congress’ spending deal, which passed Thursday evening after a months-long partisan battle. Acting White House Chief of Staff Mick Mulvaney told reporters on Friday morning that the president will divert money from the Treasury Forfeiture Fund, the Department of Defense’s counterdrug activity funds as well as military construction dollars, but notably not Puerto Rico or Texas’ disaster relief funds.
