Haley R. Tangen

Haley Tangen is an attorney specializing in environmental law and land use. Her practice includes mitigation bank entitlement, land use approvals, title analyses and opinions, vested right determinations, and real estate transactions. Haley works on a complex and diverse range of land use matters, and helps clients utilize their properties for both natural resource conservation and development projects. She works closely with state, federal, and local agencies – including the California Department of Fish and Wildlife, the U.S. Fish and Wildlife Service, and the U.S. Army Corps of Engineers – as well as counties and cities throughout California on entitlement and compliance matters. She regularly advises clients on the California Environmental Quality Act, the Williamson Act, the Clean Water Act, the Surface Mining and Reclamation Act, and other state and federal laws and regulations.

Haley represents landowners and bank sponsors throughout California in the entitlement of large-scale mitigation and conservation banks encompassing thousands of acres. She advises clients on transactional and entitlement strategy for conservation projects, including the negotiation of conservation easements and mitigation requirements. Haley offers guidance through the full lifecycle of projects, from initial real property due diligence and purchase agreement negotiation through closing and entitlement.

Haley advises clients on transactional and entitlement matters related to natural resource development projects, including mining, oil and gas, and renewable energy. Her practice includes conducting in-depth title examinations, preparing mineral title opinions, and negotiating mineral leases and royalty agreements.
