With an extensive background working with public agencies, Vincent provides clients a valuable perspective on a project’s permitting and approval process. His familiarity with statutes and regulations like CEQA, the Clean Water Act, the Government Code, and local land use ordinances enable him to craft creative solutions for his clients. While he takes pride in being a zealous negotiator, Vincent also understands that some situations require the pursuit of administrative or judicial remedies. Vincent is confident that his clients will benefit from his broad experience in administrative proceedings – on the prosecutorial and defense side – as well as in civil litigation, including law and motion.


Served as Deputy City Attorney and Assistant General Counsel to numerous public entities throughout Southern California, including the Orange County Sanitation District and City of Palm Springs.

Assisted in the successful defense of an air pollution agency’s approval of upgrades to an oil refinery.

Supported successful permit revocation proceedings against a centralized waste treatment facility, including the assessment of a million dollar penalty.

Advised clients on front-end CEQA compliance, including review of Environmental Impact Reports for industrial projects throughout the State.

Settled an oil and gas royalty dispute with a monetary payment of ten percent of the original demand amount.

Assisted in the approval of a 4,000 acre mitigation bank in Los Angeles County, including the review and response to Interagency Review Team comments.

Advised property owners on permitting efforts of a mitigation bank in Northern California.

Drafted dispositive motions, and conducted discovery in litigation involving a contentious drainage easement dispute.

Negotiated and effectuated settlements in a boundary line dispute involving 80 acres of agricultural land.
